GST Voucher – Cash
To receive the GST Voucher (GSTV) – Cash in 2023, you must fulfil the following criteria:
i. You must be a Singapore citizen, residing in Singapore;
ii. You must be aged 21 or above in 2023;
iii. Your Income Earned in 2021 as assessed by IRAS (Assessable Income (AI) for the Year of Assessment (YA) 2022) must not exceed $34,000;
iv. The Annual Value (AV) of your home (as indicated on your NRIC) as at 31 December 2022 must not exceed $21,000; and
v. You must not own more than one property
At Budget 2023, the Deputy Prime Minister and Minister for Finance, Mr Lawrence Wong, announced that the GSTV – Cash quantum will be increased by up to $300 in 2023, compared to the GSTV – Cash quantum in 2022.

GST Voucher – MediSave
To receive the GSTV – MediSave in 2023, you must fulfil the following criteria:
i. You must be a Singapore citizen, residing in Singapore;
ii. You must be aged 65 or above in 2023;
iii. The Annual Value (AV) of your home (as indicated on your NRIC) as at 31 December 2022 must not exceed $21,000; and
iv. You must not own more than one property

Annual Value (AV) | The AV is the estimated gross annual rent of the property if it were to be rented out. It is used to calculate the property tax of your home. The AV can be found on the property tax bill that the property owner receives each year.

Singapore Citizen | Those who hold foreign citizenship will not be eligible for the GSTV scheme, regardless of whether they simultaneously hold Singapore citizenship. Please approach the Immigration and Checkpoints Authority (ICA) to resolve your citizenship issues. |
GSTV – U-Save
Only Singaporean households living in HDB flats are eligible for the GST Voucher (GSTV) – U-Save. To receive the GSTV – U-Save in 2023, you must fulfil the following criteria:
i. If your flat is not rented out, there must be at least one Singapore citizen owner or occupier; or
ii. If you rent an entire flat, there must be at least one Singapore citizen tenant;
AND
iii. If your flat is not rented out, all owners and essential occupiers must not own or have any interest in more than one property; or
iv. If you rent an entire flat, all tenants must not own or have any interest in more than one property
As announced at Budget 2023, eligible households will receive double their regular GSTV – U-Save rebates in 2023, through the Cost-Of-Living (COL) U-Save Special Payment which will be credited to eligible households in April 2023, July 2023 and October 2023, on top of the additional U-Save rebates under the Assurance Package (AP) for GST which has been credited in January 2023.

GSTV – S&CC Rebate
Eligible Singaporean households living in HDB flats will receive rebates to offset between 1.5 and 3.5 months of S&CC over 2023.

1. Households with no Singapore citizen flat owner or occupier in the flat, whose flat owner(s) or essential occupier(s) own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC Rebate.
